A report into an incident in which two men drowned on an angling trip off Donegal in 2017 has concluded that it is likely the men’s boat may have been swamped or capsized, throwing them overboard.Rimantas Barauskas, 56, who lived in Oldcastle, Co Meath and Raimundas Jezdauskas, 33, who lived in Ballymahon, Co Longford, both originally from Lithuania, drowned off Málainn Bhig (Malin Beg) Head in July 2017.RTE has reported that the Marine Casualty Investigation Board investigation into the tragedy said it was clear from witness statements that the crew had difficulty with the outboard engine. The wind direction was westerly and the vessel on a lee shore. Without an anchor and with an unreliable engine in such a situation a vessel would quickly find itself in difficulties, according to the report which states that it is likely the vessel drifted into an area of surf and breaking waves.The report noted that the men had departed from the pier at Teileann (Teelin) and had planned to be away for the weekend but had made no arrangements to check in with a person ashore as to their progress during the trip.The investigation also established that the same vessel and crew had run out of fuel on 28 May 2017 and the Coast Guard had assisted by providing a tow from near Málainn Bhig Head to Teileann pier.The report also noted that only one man was wearing a personal flotation device when the bodies were recovered. Application forms can be downloaded from the department’s website – www.education.gov.za – completed and posted or hand-delivered to the department along with copies of qualifications and academic records.Principals and school governing bodies on the lookout for new teachers can easily access the database to find people who meet the criteria of the posts they are trying to fill.All the information – including a concise version of each teacher’s curriculum vitae, verified qualifications, subjects covered and teaching experience – is electronically captured on a single spreadsheet and sorted by province, enabling quick search and filter options.Updated versions of the database will be uploaded each monthly basis to ensure that candidates who have found employment are removed and new candidates added.“The database is one of the measures employed by the department in response to delays experienced in deploying temporary teachers to vacant posts,” the department said in a statement on Wednesday.Source: South African Government News Agency.Would you like to use this article in your publication or on your website? Devonport Touch Association became a member of Touch Football Australia today. TFA CEO Kevin Thompson welcomed the first Tasmanian affiliate to the fold. “It is great to have a go-ahead affiliate like Devonport embracing the new structure. There is great potential for the sport to develop in Tasmania and the new structure provides the ideal platform for this development to occur.” A slice of Devonport Touch history: The DTA was formed in 1980 at the Devonport Show Grounds, with four men’s teams making up the roster. The Association grew slowly over the next few years with venues changing between the Show Grounds, Reece High School and Meercroft Park. During this time a women’s roster was started. The DTA moved to Maidstone Park, Spreyton in 1989, where it stayed for seven years. At Maidstone Park, the roster continued to grow to over twenty senior teams. Junior participation was also targeted, with numbers increasing to an average of fifteen high school teams. The DTA moved to its current location in 1996 at Meercroft Park. Meercroft Park was chosen to cater for the ever-increasing number of teams in both senior and high school rosters and to give the DTA a permanent home. The move back into Devonport proved successful with a further boost in team numbers. In 1999 a mixed roster was established with overall team numbers peaking at thirty senior and thirty high school teams. A primary schools roster begun in 2000 with fourteen teams participating. The DTA has long been trying to establish a clubroom facility at Meercroft Park. In 2001 the State Government and Devonport City Council announced funding of $200,000, which combined with community in kind support, has enabled the construction of a $375,000 amenities building. This building will cater for players, spectators and sponsors’ needs and give the DTA a permanent base. Two affiliates on the Sunshine Coast in Queensland have also joined Touch Football Australia under the new Unitary Model of Management. Hervey Bay and Kawana Touch Associations have signed up for the new structure, which was recommended by an independent report produced in June 2004. The restructure, which is being implemented across Australia has resulted in affiliates (local competitions) becoming direct members of the national body. TFA Chief Executive Officer, Mr Kevin Thompson believes that the decision made by these affiliates will be greatly beneficial. “It is great to see that the local competitions appreciate the benefits of the restructure and are signing up. The new model will reduce duplication and administration allowing resources to be dedicated to the grass roots. The players, officials and coaches of Hervey Bay and Kawana will benefit greatly.” Touch Football Australia is delighted to welcome these associations on board and we look forward to servicing their affiliates and helping their growth to continue. RED DEER, Alta. – A central Alberta zoo must pay $500 in fines after taking a bear for ice cream at a drive-thru.A video posted on social media in January by Discovery Wildlife Park in Innisfail, Alta., showed a one-year-old captive bear named Berkley leaning out a truck’s window and being hand-fed ice cream by the owner of the local Dairy Queen.Officials with the province investigated and charged the zoo with two counts of violating a licence or permit under the Wildlife Act.One count stems from the bear being taken for ice cream, while the other relates to an employee who brought an orphaned bear cub home to foster in 2017.The zoo’s owners pleaded guilty and the business was fined $250 for each of the charges.Co-owner Doug Bos told court they were embarrassed about the charges, but he thanked Alberta Fish and Wildlife for doing its job.Outside court, he said the zoo made a mistake.“I’m happy that Fish and Wildlife did this because it proves that there are strict rules and regulations to operating a zoo in Alberta and, when you make a mistake, you have to pay for it,” he said.Bos said they’ve made changes to ensure they don’t take the bear off site without permission again.Some bear experts said it’s time for the Alberta government to take a closer look at roadside zoos.“The bear was being hand-fed food and that’s not something we want to promote,” said Kim Titchener, who runs a business called Bear Safety & More. “We really need to push a stronger message.”She said the zoo should have gotten a tougher penalty.The zoo’s permit, which is regulated by Alberta Environment and Parks, has been revised to impose new conditions.They include requiring the zoo to provide more details when asking to transport a controlled animal or wildlife and to keep those animals in a cage, crate or kennel when in a vehicle.It also says the zoo cannot put any animals on display outside the facility without prior permission from the province, nor can it allow any member of the public to have physical contact with animals such as monkeys, cougars, wolves or bears.(rdnewsNOW/The Canadian Press)
WASHINGTON – Jubilant Republicans pushed on early Wednesday to the verge of the most sweeping rewrite of the nation’s tax laws in more than three decades, a deeply unpopular bill they insist Americans will learn to love when they see their paychecks in the new year. President Donald Trump cheered the lawmakers on, eager to claim his first major legislative victory.After midnight, the Senate narrowly passed the legislation on a party-line 51-48 vote. Protesters interrupted with chants of “kill the bill, don’t kill us” and Vice-President Mike Pence repeatedly called for order. Upon passage, Republicans cheered, with Treasury Secretary Steve Mnuchin among them.Senate Majority Leader Mitch McConnell, R-Ky., insisted Americans would respond positively to the tax bill.“If we can’t sell this to the American people, we ought to go into another line of work,” he said. Trump hailed the vote in an early morning tweet and promised a White House news conference Wednesday after the House completes legislative action on the measure.The early morning vote came hours after the GOP rammed the bill through the House, 227-203. But it wasn’t the final word in Congress because of one last hiccup.Three provisions in the bill, including its title, violated Senate rules, forcing the Senate to vote to strip them out. So the massive bill was hauled back across the Capitol for the House to vote again on Wednesday, and Republicans have a chance to celebrate again.Hours earlier, House Speaker Paul Ryan, who has worked years toward the goal of revamping the tax code, gleefully pounded the gavel on the House vote. GOP House members roared and applauded as they passed the $1.5 trillion package that will touch every American taxpayer and every corner of the U.S. economy, providing steep tax cuts for businesses and the wealthy, and more modest help for middle- and low-income families.Despite Republican talk of spending discipline, the bill will push the huge national debt ever higher.“This was a promise made. This is a promise kept,” Ryan and other GOP leaders said at a victory news conference.After the delay for a second House vote, the measure then heads to Trump, who is aching for a big political victory after 11 months of legislative failures and nonstarters. The president tweeted his congratulations to GOP leaders and to “all great House Republicans who voted in favour of cutting your taxes!”Congressional Republicans, who faltered badly in trying to dismantle Barack Obama’s Affordable Care Act, see passage of the tax bill as crucial to proving to Americans they can govern — and imperative for holding onto House and Senate majorities in next year’s midterm elections.“The proof will be in the paychecks,” Sen. Rob Portman, R-Ohio, said during the Senate’s nighttime debate. “This is real tax relief, and it’s needed.”Not so, said the top Senate Democrat as the long, late hours led to testy moments.“This is serious stuff. We believe you are messing up America,” New York Sen. Chuck Schumer told Republicans, chiding them for not listening to his remarks.The GOP has repeatedly argued the bill will spur economic growth as corporations, flush with cash, increase wages and hire more workers. But they acknowledge they have work to do in convincing everyday Americans. Many voters in surveys see the legislation as a boost to the wealthy, such as Trump and his family, and a minor gain at best for the middle class.“I don’t think we’ve done a good job messaging,” said Rep. Greg Walden, R-Ore. “Now, you’re able to look at the final product.”Ryan was positive, even insistent. He declared, “Results are what’s going to make this popular.”Democrats called the bill a giveaway to corporations and the wealthy, with no likelihood that business owners will use their gains to hire more workers or raise wages. And they mocked the Republicans’ contention that the bill will make taxes so simple that millions can file their returns “on a postcard” — an idea repeated often by the president.“What happened to the postcard? We’re going to have to carry around a billboard for tax simplification,” declared Rep. Richard Neal of Massachusetts, the top Democrat on the Ways and Means Committee.Taxe cuts for corporations would be permanent while the cuts for individuals would expire in 2026 to comply with Senate budget rules. The tax cuts would take effect in January, and workers would start to see changes in the amount of taxes withheld from their paychecks in February.For now, Democrats are planning to use the bill in their campaigns next year. Senate Democrats posted poll numbers on the bill on a video screen at their Tuesday luncheon.“This bill will come back to haunt them, as Frankenstein did,” House Democratic leader Nancy Pelosi said.The bill would slash the corporate income tax rate from 35 per cent to 21 per cent. The top tax rate for individuals would be lowered from 39.6 per cent to 37 per cent.The legislation repeals an important part of the 2010 health care law — the requirement that all Americans carry health insurance or face a penalty — as the GOP looks to unravel the law it failed to repeal and replace this past summer. It also allows oil drilling in the Arctic National Wildlife Refuge.The $1,000-per-child tax credit doubles to $2,000, with up to $1,400 available in IRS refunds for families that owe little or no taxes.Disgruntled Republican lawmakers from high-tax New York, New Jersey and California receded into the background as the tax train rolled. They oppose a new $10,000 limit on the deduction for state and local taxes.GOP Rep. Peter King of New York conveyed what people in his Long Island district were telling him about the tax bill: “Nothing good, especially from Republicans. … It’s certainly unpopular in my district.”The bill is projected to add $1.46 trillion to the nation’s debt over a decade. GOP lawmakers say they expect a future Congress to continue the tax cuts so they won’t expire. That would drive up deficits even further.The bill would initially provide tax cuts for Americans of all incomes.
